I think it's based on recent activity -- either adding a friend, getting friend request or commenting on a topic. b/c I know I'm not that popular. :-P

Definitely a popularity contest :-D I think Adri has it right though, some combo of participation in chatter and such, not to mention friend requests. Maybe it includes a newness factor as well, with new folk appearing as it's a major activity to set up a profile. Just spotted a couple of new faces on the most popular page and they look like new members ie basic account setups and 1 or 2 friends.

I'm working on keeping myself in the number one spot by having my page open on the circ desk pc and pressing refresh every time I walk past.
I need to work out some sort of automation though, so I can stay number one even if I'm not at work.

I want to be an honorary Australian. I also want to be an honorary Canadian. What must I know/believe/perform to attain such honor(s)? Also, I have strayed from the Library 2.0 theme, so, in order to rescue my 2.0 cred, I'm starting another discussion on task.

I think your own photo always shows in the #1 spot, and then not sure about the rest. Is everyone else seeing your own photo at the front when you are on?
