How you budget for acquisition (printed and online)?

Thanks for inviting me to the group. Have you visited any of the sites which talk about implementing web 2.0 technologies to Library. I have understood the tools like blogs, wikies, RSS feeds etc., but how to implement them in library (whether to take help of IT dept to have them developed inhouse) or some s/w is available to implement these?
I am very curios to know about these facts!

Learn web programming get MSCE or A+ certificate. It will help you a lot. I heard there are many institute coaching for these internationally recognized certificates.
